Responsible for developing, organizing, directing, and monitoring the activities of the Duke University Occupational and Environmental Safety (OESO) Environmental Programs Division to ensure compliance with applicable federal, state, and local regulations. Programs include hazardous and radiological waste management, compliance to air emission standards, ground and surface water protection, underground and above ground storage tank management, spill prevention, pollution prevention, waste minimization, environmental risk assessment, and environmental remediation
Accountable for developing and directing a responsible institution-wide policy with respect to preserving the environment and protecting the health and safety of employees and the public.
Direct the development of internal policies, procedures and practices dealing with environmental management based on the best available scientific evidence and judgment and under senior management direction.
Responsible for balancing the financial goals of the Institution related to environmental management with the external regulations.
Ensure compliance with all standards promulgated by all Federal, State and local agencies through developing and implementing environmental management programs, on-site inspection and monitoring programs throughout the institution. Review plans for expansion, modifications, or closures of facilities to assess potential environmental impacts. Conduct independent research on the organization's environmental problems to establish a basis for program changes and improvement.
Keep abreast of pending regulatory development through reference sources.
Obtain insights on legislative agendas at both the Federal and State levels. Provide leadership and direction to management, professional, and technical personnel of the Environmental Programs Division.
Identify personnel, institutional and material resources needed to accomplish objectives. Develop and present annual budgetary requirements for environmental program operations.
| Education: | Ph.D. in environmental management, environmental sciences, industrial hygiene or other science related field. |
| Experience: | 10 years of progressive experience in environmental management or other related field with at least 7 years of management/supervisory experience. |
| Degrees, Licensure, and/or Certification: | Certified Hazardous Materials Manager (Senior Level) or equivalent. CHMM Master Level is preferred. |
| Knowledge, Skills, and Abilities: | Knowledge of federal, state and local laws and regulations pertaining to environmental management, compliance, and hazardous materials management. Ability to utilize computer technology to access data, maintains records, and generates reports. Excellent oral and written communication skills. Ability to plan and coordinate multiple diverse tasks simultaneously. Creative problem solving to recognize and analyze needs and assist in the development of programs to address needs. Organizational and personnel management skills. |
